How can I remove wallpaper that has been painted over in my bathroom?

Just moved into a new house and it needs a lot of cosmetic work. I'm hoping I don't have to tear down the drywall but the surface of the walls look hideous due to paint on top of wallpaper, which my future mother in law thinks is the case. Is there a way I can get this stuff off? I'm willing to put elbow grease into it so you can throw me a challenge.
