Why are Traffic Cams, city Public Cams and Side-walk Cams say their "Live Shots" when infact?

One reason is cost savings. Another major reason is computer memory usage. Remember the computers running these live cams are shared so it's a huge memory hog. For the purpose they are being used it's more than adequate.
